Contemporaries of the Restoration government of Louis XVIII and Charles X debated whether the regime was best seen as “royalist” in nature or “liberal” in nature. Based on the Charter of 1814, how would assess the Restoration’s form of government: royalist or liberal? And why?
Your answer should be in essay format. You should not only state an argument but develop it: draw on the evidence of the Charter to demonstrate the “royalist” or “liberal” nature of the government. Since the Charter contains evidence for both, you should address both (you might have a paragraph devoted to “royalist” elements and a paragraph devoted to “liberal”) but in the end you want to come down on one side or the other and argue that for all the royalist aspects of the charter, the functioning of the government was essentially liberal; or vice versa.
Note that we are using the term “liberal” as this was understood at the time – do not confuse early 19th century liberalism with its early 21st century counterpart.
